Abstract
Rehabilitation plays a key role in improving an individual’s health, optimizing functioning in daily life, and enhancing well-being and quality of life. Through promoting greater independence, and enabling participation in education, labour and community life, it also contributes to wider economic and social outcomes. While the demand for rehabilitation services rises, driven by demographic shifts and the growing burden of chronic diseases plus the incidences of trauma and conflict-related injuries in parts of the world, many health systems struggle with underfunded, understaffed and poorly integrated rehabilitation care. This policy brief employs a comprehensive analysis of rehabilitation care in 14 countries in the WHO European Region and offers valuable insights into how it can be effectively organized, delivered and financed, with particular relevance for countries undergoing health system reforms, such as Ukraine.
